Dr. Upneet Kaur Mangat is an accomplished academic and human rights advocate, currently serving as an Assistant Professor at the Centre for Human Rights and Duties, Panjab University, Chandigarh. She has previously held significant roles, including Chairperson of the Centre for Human Rights & Duties (2021–2024) and Founding Chairperson of the Permanent Anti-Discrimination Cell for Transgender Students (2023–2024).
With a distinguished educational background, Dr. Mangat holds a Ph.D. in Women Studies, focusing on "Policing Violence Against Women: A Study of Crime Against Women Cells in Punjab." She is also a University Gold Medalist in M.A. (Women Studies) and has acquired numerous certifications in human rights, international law, and victimology.
Dr. Mangat has contributed extensively to academia through research publications, teaching advanced courses in human rights, and supervising postgraduate and doctoral research. Her areas of interest include gender, law, victimology, and human rights advocacy. She has actively engaged in social action through public interest litigations, field projects in rural areas, and capacity-building initiatives. Dr. Mangat is also a member of several professional associations, such as the Indian Association of Women Studies and the National Alliance of Women’s Organizations.
